Yeah, I think Flying Buffalo is technically a one-man show, currently. That said, I know that they're planning the T&T con with Liz Danforth and a few other names from the old days, so I could be mistaken about that.
I don't know what he's like to work with, but the FBI back catalog just screams out for a major partner to step in and reprint all of that good stuff, with 2008 art, etc.

It's amazing how well that stuff stacks up against what's produced today, even some of the tongue in cheek stuff.

They did kinda try that with Fiery Dragon, but the abysmal production quality and high price point of the 7th Edition T&T book(lets) killed the effort, I think. That said, I've recently purchased some of the Outlaw Press authorized T&T rule sets, as well as the recently reprinted MSPE book. While none of them are full-color, glossy, hardcover good, they're certainly a step up from the 7th edition booklets in terms of layout and physical construction.
 



The 4e Kingdoms of Kalamar ebook has a very few pages of rules material, though it is more than one. Perhaps an addendum to the list?

How much more than one? It's an important question, as when I've posted this thread in the past, I have inevitably attracted publishers or fans of certain products trying to pass off books with multiple chapters of rule information for races/feats/etc as 'systemless' setting books.
 

By the rules above, I'd say you should also include:

Aihrde: After Winter's Dark Campaign Folio (Troll Lord Games)

(Note, not the previous d20 version of Erde, which did not meet the requirements, but the new folio as produced for C&C is very light on any rules or mechanics, about the same as original Greyhawk material circa 1980).
