You can't take 10 on an
ability check, full stop: the "take 10" rule is for
skill checks. If you mean "charisma-based skill checks", then as far as I'm aware, the answer is "no", or nearly so.
There are class features that allow you to take 10 on
certain charisma-based skill checks, such as Feint Mastery (Invisible Blade 4: take 10 on Bluff checks to feint in combat), Deceive Item (Warlock 4: take 10 on Use Magic Device checks) and the Rogue's Skill Mastery (can take 10 when threatened or distracted on your choice of 3+Int-mod skills). There are also some slightly more obscure stunts you can pull such as dipping to Binder to get the vestige Naberius (take 10 on Diplomacy when threatened).
However, there's no feat, ability or item I know of that'll let you take 10 on Charisma-based checks across the board, and nothing at all that will do it for actual ability checks (because it's the wrong mechanic).
Which Charisma checks are you hoping to do this with? In general, particularly with Cha-based skills, you're better off going for a build that renders the d20 bit largely irrelevant than worrying about how to take 10
