What might be neat is to design the city by contest.

For instance, have a Contest to design the Mayor or Lord of the City. Sort of an IronNPC contest but with only one round and more than 2 contestants. Then have a poll as to which of the various entries is deemed the best. The winner's entry is then made official. Some things you could only do 1 winner actually making their entry a part of the city but other things, like streets and shops, would allow more winners per contest.
 

Wicht: I like the idea of a contest for various NPCs -- there should also be a contest for the controlling organizations and power-structures, too.

IMHO it's too much of an effort to have people vote on entries -- judging entries is hard work! ;)

However, it'd be simple enough to rotate judges for various mini-contests.

Hidden Vale - A small mythical city romored to exist outside of time and place. The only way into the city is by walking between two specific trees in the forest, many believe it is only a myth - but a select few hearty adventurers know the truth.
