Tattoo question

So I've got this NPC I made over a year ago, a Wizard 10, who has a couple magic tattoo's that grant buffs. (this is 3.5 BTW) The problem is, now I can't remember for the life of me how I got those tattoo's! I know I didn't just make them up, it was a game with newbs so I was sticking to the rules as much as possible. I checked the NPC's feat list, nothing there jumped out at me, and his class was Wiz 10. So I'm wondering... how the heck did this guy get magic tattoos? What splat book was I looking at when I dreamed this guy up? lol!

There's a few books that grant magical tattoos without having to be a Tattooed Monk. Can't reference where I remember the first one, but another case of tattoos could be from the Eberron campaign called Dragonmarks.

I'll get back to you on that, since I remember pondering using magic tatts.
 


3.0 Forgotten Realms material had magical tattoos, including an item creation feat. Those tattoos were one-time use, only, though, basically much like a scroll.
In Spell Compendium, there's also the Create Magic Tattoo spell (2nd level, increasing effects with rising CL), which provides a wide range of buffing options.
The Runescarred Berserker (Unapproachable East) can inscribe his own skin with magical scars/tattoos which buff him in combat.
The Blood Magus (Complete Arcane) can also inscribe his own body with magical runes, IIRC.
