Teleporting in the Feywild

Also, an eladrin in the feywild could just slip into the world and back...

The real issue would be in the Shadowfell...but that is why flavor text is just flavor.

It's the intent of the 4E rules design that powers simply work all the time. So no, it doesn't matter what plane you're on unless your DM is being particularly stubborn about it for some reason of his or her own.

I don't recall WotC actually hyping the linkage of fluff and mechanics, they just were happy to announce that there was some careful thought put into the fluff this time around. It was fans on message boards that made a big deal about the fluff and claimed it was linked (too) strongly to mechanics.

It was here and there ... in the preview books, preview articles and videos. Mostly the two preview books though.

That's why rule 0 allow you to find challenges for your players. "No, it does not work there. You will need another tactic". I play an eladrin, I would not cry bloody murder if the DM states that this power does not work in the shadowfell (or work differently).
 

Fey is a creature type in the MM meaning being native to the feywild. There is no terms or wording in the DM or PG that say anything about using “fey step”and going into the feywild as part of the move action. However I am sure we are all aware that the fey and the feywild are naturally magical. The eladrin being so close in relation to the feywild happen to have a natural ability to flow with that magic. I could not even try to count the number of stories I have read of fairies that puff in and out of the sight of some beguiled hero.
The fey are magical creatures and magic is not only found in the feywild. There are magi in the world, shadowfell, the astral sea, and even the elemental chaos. The only place that there is anything about magic not working right in the DM or PG is in relation to the abyss were the power of evil as corrupted everything.
My vote is that the “fey step” should and does work everywhere.

Me too. And my question about it was actually based on a misconception on my part (I didn't notice that the fluff about entering the Feywild had been removed ... and although it's still there in some of the warlock's powers, it's still just fluff).
 

The ones that worry me are the infernal powers that send the target to Hell. What happens if you use it on a devil? In hell?

Easily handwaved by saying there are WORSE parts of Hell, but makes for some amusing logic gaps.
