Templates and CR question

If I have a monster with a CR of 1/2 and I add a template to it that increases the CR by, say, +2, what is the final CR?

Unless specifically told otherwise (such as in the CR calculation tables that Upper_Krust recently showed us for his upcoming Immortals Hamdbook), you always round fractions down in the d20 system, even if they're above one-half.

That said, a CR 1/2 creature with a +2 CR template added to it would be a CR 2.5, which is then rounded down to a final CR of 2.
