Not that the Luggage doesn't have some kind of illusion ability, but it was full of real gold at one point in The Color of Magic.
And I think it would be entirely within the Luggage's personality to still have compartments full of gold when it's given to Rincewind, and yet never let him get his hands on any. Indeed, it may have accumulated additional wealth over the years in the course of killing things and taking their stuff.
