Hi folks. I don't know if the planets are in a funky alignment or what, but three people from these boards have asked pretty much the same question, over the last week. Since they all came from EN World, I figured I'd post here in case others are wondering.
Basically, they've asked whether they *must* adventure in one of the 13 major kingdoms, or whether then can basically "homebrew" some other area, outside the major kingdoms.
The answer, of course, is that though there are 13 major kingdoms, the rest of the world isn't all wilderness. City-states, small kingdoms, warlords and more litter the landscapes in between, and if a DM wants to focus his campaign in an area of his choosing, there is no reason not to. It can even be made canon part of the setting, if the DM coordinates with the CMs for that region here and there.
For example, "Razmataz" is one of our DMs who runs his games face-to-face (rather than by OpenRPG), and he has been running games in an area in the North just east of Argossea and north of Thoradur that he is fleshing out, at least in abstract terms.
