Best at what?

are we assuming not using broken builds, because if they're allowed I'd say Pun-Pun. He's what, level 5? Add 5 more levels of commoner.

Provide me with a bit more detail of what you're looking for and I'd like to give this a go.

Also, depending on the PC benefiting from this Cohort, decides the usefulness of the cohort. A Cleric PC will have different needs from a buddy than a Fighter,etc.

Is there any role in your party that needs to be filled? Is there any kind of story or roleplaying behind your cohort (is he your brother, a retainer or someone you saved)? What's the party's composition?

I ask this simply because I'd rather not waste your time by suggesting X when you party already has that covered.
 

Human wizard 5/Mage of the Arcane order 5, probably offers you the most versatility.

You just got any sorc/wiz level 1-5 spells once per day, plus whatever else they know.

Being a wizard and a member of the order he would probably just spend his cut of the treasure on new spells any way. If you have a wizard and offer to teach him the spells, for half price, you not only get to pick what spells to add to his book, you get some of your treasure back. This would also make him like you more, after all, cheap spells.

Fire power wise, you got someone with full wizard caster progression. You can buff your party members, have him debuff the enemies, area control, use any wand you want to give him, use one of the kinda tacky methods of using arcane spells to heal people, use one of the still viable damage spells.
 

But once the wizard is out of spells, he's useless. You're much better off with someone who doesn't need to rest and never loses his resources, like a monk.
