Random speculation: does this mean that Athas used to be plagued with an infestation of Rust Monsters? Could THAT be why it's so metal poor?

Random theory.

Constant defiling turned local creatures into rust monsters because plantlife was so scarce. Once they devoured all the metal(or destroyed it), Athas was left a barren wasteland that couldn't support them so they died off, leaving little trace of their existence. :P

Another random theory:
On Athas, it's a dust monster, not a rust monster. Where did you think the Sea of Silt came from? :p

A few more mutations and nothing will be safe from them... :devil:

a long time ago I had an idea for a green and pleasant land w/out metal...

the rational was that some mad archmage (hey they created the Owlbear so....) created tiny insect-tiny rust monster....

now could you think of cloud of rust monster loosed in the air... (think of locusts only eating metal).... this could be also a nice Swarm monster :)
