I'd say that it depends upon the role of Binders and Mage Slayers in the campaign world. Is Binding magic included in the type of magic the Mage Slayer opposes? If so, then the penalty applies.

Translation Key:

Mage Slayers have a penalty to caster level if they are spellcasters.

Binder is a class in Tome of Magic. EBL=Effective Binder Level.

Since Mage Slayer specifically says it reduces your caster level for "all spells and spell-like abilities", and Binders powers are always Supernatural, your EBL would be unaffected.

Binder sounds like an excellent mage-slaying class. Gonna stat one up right about now. ;)

Depends on magic - psionics transparency. I believe psionics are considered (Sp), right? So they have a caster level, all things being equal.
