No, he's right. They are specifically leaving out the rules for things like combat. The compendium will be useless for DMs who need to quickly check how much of a bonus cover grants or other things like that. Read the article they put out. There is no mention of rules or monsters, and in the community FAQ there are these answers.

Well, those who followed what the compendium would be already knew that, so it's hardly something to be surprised about. Except for the monsters. They hadn't been mentioned (as in nobody really knew if they were going to be in or out) before so it's technically news.

DDI as changed a lot since then. At one point they thought or wanted it to be that way but they revised that after a while which was evident when reading/listening to the most recent posts and interviews.

I guess it's a marketing woe that comes from announcing stuff while that same stuff is far from ready. It's a common pitfall in video gaming marketing too. Ex : for a year or so marketing say the game will do this or that, only for it to be cut in the final product for various reasons that are never really disclosed. But there is always a reason for it even if they don't tell us.

Same thing with DDI. The more time advances the more we see this or that feature originally planned being cut. We won't know what DDI really will be until it's actually done so we would be better reserving our judgments until it is done. It's not a good thing but it's not something to be worked up about either. As a consumer wait until the final product is out, then shell out (or not) your bucks if you like it.
