The Dark Spells of Dambrath (ENWorld Version)

Well, what the heck, a new feat!

Merciless Spell [Metamagic]
Your spells are going to hurt SOMETHING, dammit!
Benefit: A spell with this metamagic applied must be a spell that affects a SINGLE target and is completely negated by a saving throw. In the event that the target makes their saving throw, the spell "jumps" to another target of the casters choosing, attempting to affect up to one target per caster level, until it runs out of attempts or targets or a target fails its save. The same target cannot be affected twice. A spell affected by this feat takes a spell slot three levels higher than normal.

For example, Robert casts a Merciless Charm Person on a pack of orcs. There are 17 orcs, and Robert is 7th level. The first, second, and third orcs make their saving throws, but each time the spell "leaps" to another target to make another try. The fourth orc succumbs, is charmed, and the spell does not attempt to attack any other orcs.

As for me, I'm fine. I'll tweak the spell a bit to add in the mutilation thing.
