I think that's a good rule of thumb: enforce fatigue checks and penalties compared to the natives. Given such a strong difference from a 12-hour daylight campaign world, I would say that the PCs wouldn't be able to ever adjust relative to the natives (unlike, say, adjusting to a radically new time zone that's still within a 24-hour day).
