Well, using D&D as an example, I think stuff like:
- spell slot system
- arcane/divine
- levels
- classes
All these sorts of things that make D&D a *game* (crunch?) also build a certain flavour and reality within the game world (fluff?).
Sure, I'm not gonna argue that a BAB + 1 is not "crunch", but I think the boundaries can blur sometimes. I'll go even further by saying that rules (crunch) can colour the fantastic settings we play in sometimes (fluff). Of course, the reverse can occur too. Something specific to a setting can be made into a game rule.
But then again I have been called insane sometimes.
