Dragons all the way because they can compete with any group on any level. They can beat ass when it comes down to it, but why bother when you can plot and manipulate for centuries at a time?
REAL dragons don't use their AWESOME diplomacy and resources to get a pesky Paladin dis-honored and posted to a small keep in the northern wastes. No, instead they work to discredit that Paladins family, make the king think the Paladin plots his death, gets his whole order stripped of all rank and privelige, then lets them die alone and unloved, traitors to their country, king, and god.
And if they come across an elven Bard who can out-manuever them and maybe out live them? Step on him.
There might be better monsters in a straight up fight, but the worst opponent is a smart opponent who takes advantage of your weakness. Dragons have practically no weakness and are masters of finding and using your own.
