I'm pretty happy 1st level isn't lame.

I've long treated 1st level PCs as "not green" in my games, where many other DMs I'm aware of do not. 4e seems to confirm my stance.

I think he means that saying first level PCs are "superpowered" in D&D 4e is not an accurate depiction of facts but, rather, a typical "4e sucks!" jab dressed up as humor -- and that people who have actually read the rules and don't have a hidden agenda will see it for what it is. But that's just speculation

1st level characters are not that cool. They can be fun to play, but they certainly aren't supermen.
