What's weak in this book is a kind of weak, but what's good is really good! I'd say 3 is lowballing 'em, but that's my opinion and your's is your's.
I'm just not seeing, however, how elves got "shafted" in 3rd Edition. They may not be as ridiculous as they used to be, but they're certainly not kneecapped compared to the other races.
