The shapeshifters in AEG's "Fortunes and Winds"....

No, I'd say they need that 1 level just to learn how to be Human.

Based on the Aasimar Psychic Warrior I am currently playing, the extras more than make up for the +1 ECL.

Yes but that is a aasimar. He has more bonuses than shapechngers. Lets brake it down (i'll use the mentioned dragon shapechanger):

Aasimar:
- +2 Wisdom, +2 Charisma
- acid, cold, electricity resistance 5
- +2 Spot, + 2 Listen
- light 1/day
- natural outsider (more of a bonus, than a penalty...)
- darkvision 60 ft'


Ryu shapechanger:
- Spirit subtype (+4 racial bonus against enchantments)
- Low light vision
- taboos (2 points less for the ryu)
- natural form (must make Fort save if shapechange is made more than 1/day)
- inability to take tech. feats and Void Use
- +2 Wisdom, -2 Charisma
- Samurai Spirit
- no shapeshifter abilities (remove them completely, or use them sparingly)

I think that the Aasimar wins this one and is indeed ECL +1, but as for as the comparison goes the ryu shapeshifter does not deserve ECL +1.
 



If you are that concerned over the shapeshifters, give them a +1 ECL. They are pretty balanced at +0 ECL, though. The spirit abilities are cool, but you don't get many points to buy them unless you put feats into it, and then you should get something useful. The shifting is pretty limited and the stats balance out usually. I'd leave it at +0 ECL personally.
