Then the simulacra start trying to get other simulacra to rebel....

It's a good thing I started this plot thread imc already, I suspect the revision may fix the empowered simulacrum problem. :) I was completely inspired by a thread about empowering simulacra here on the boards months (? maybe a year, even?) ago. Does anyone know where it is or what it was called or even which forum it was in? I'd like to look it over again for inspiration...

That sounds like the Manshoon wars from the Forgotten Realms. Basically a bunch of Clones came alive at the same time and all vied for power. I used it in my campaign and it worked rather well.
 

I'm using a wizard and his simulacrum in a current campaign I DM. The 51-60% of "personality" is something a bit difficult to quantify, but cool!

The wizard is posing as a nobleman and tricking a nation in entering a war which they can't win. He has promised that his faithful wizard friend - the simulacrum - will use a powerful spell to turn the war in their favor.

The wizard is extremely heroic, good and charismatic during the day, when people see him and hear his orations, but during the night he performs acts of unspeakable evil in secret to fuel his power.

The simulacrum, which has about "half of the wizard's personality", behaves fairly good during the day, and delights in tormenting animals with his experiments and committing other petty cruelties during the night. Half as good, and half as evil.
