I think you are confusing things. Of course he provokes an AoO.

To go it over again: The damage he took on 22 are irrelevant, like all the other damage that happens before he starts to cast and after he finishes (so if there would be two acting on 15, that would not count, either: one would act at 15.0, the other at 15.5. Or something like that).
Concentration checks are only to be made when:
The circumstances force it (cast while on shaky ground, e.g. at an earthquake)
You cast a spell with one full round or more casting time, and you take damage between the turn where you started casting and the one you finished it.
You have ongoing damage (like melf's acid arrow, or chill/heat metal). Note that only half the damage is added to the DC.
You provoke an AoO with your casting, and the opponent hits and does damage. The whole damage is added to the DC
You want to avoid AoO's and cast defensively.
Someone readied an action to attack you as soon as you cast a spell, and hits you. Same as with AoO.
You are disturbed while concentrating on a spell with a duration like "concentration" (usually this doesn't require such a check).
