I think specifying "use" for Fast Hands and then specifying that verbiage again in the DMG section on spell scrolls is a deliberate and purposeful intent to let Thieves use scrolls with Fast Hands. There are other mechanics they could have put in the PHB for Fast Hands and other verbiage they could have put for scrolls in the DMG.</p></blockquote><p></p>
