This bow would be great if I could build some arrows!

There's no craft: fletching in the 3.5 rules. It does differentiate weaponsmithing from bowmaking. Personally I'm a "lumper" rather than a "splitter" when it comes to skills; I'd rather have fewer skills with broader use than narrowly defined skills. I think that making fletching separate from bowmaking a bad idea.

I don't know if there is a specific DC anywhere, but I would say DC 10 for normal arrows and DC 15 for masterwork. That kind of falls in line with "typical" or "high-quality" items. You could make the normal arrow DC 12 if you thought it'd be more like a regular weapon, as opposed to item. The DC 10 option allows it to be made by anyone with a 10 in Int, however, since you can take 10 on crafting checks (when you're not distracted, anyway).


Masterwork component is always a DC 20 (and separate from the normal craft DC).
 



Back in AD&D 1st ed, Bowyer/Fletcher was one of the secondary skills you could start with, so there's some precedent for lumping those skills together.
