Throwing proficiency?

Ok I am in the processes of slowly putting together a world where I will DM for the first time. I'm working with the future players on their character concepts etc and have been slightly adjusting things in the world so they can do what they want to be able to do.

I have a question related to a new feat one of the players wants his character to have. Basically he wants "throwing profiency", i.e. the ability to take this feat for a specified weapon and not take penalties for throwing said weapon. e.g Character takes throwing profiency (dwarven waraxe) and can now throw the waraxe as well as using it in melee. Eventually he'd then be looking at a "returning" dwarven waraxe.

Soooo is there any feat like this in any of the splatbooks that I could look for? Failing that what does the community here of such a feat? Is it feasible or would it be considered "broken" or "unbalanced"?

There is the Throw Anything feat from S&F. You can throw any weapon your proficient with(i think) with a range increment of 10 feet and a maximum of 5 range increments. No clue on prereqs tho. Hope this helps.
 

Throw Anything [General]
In your hands, any weapon becomes a deadly ranged weapon.
Prerequisites: Base attack bonus +2, Dexterity 15+
Benefits: You can throw any weapon you can use, regardless of whether it is intended to be used as a ranged weapon. The range increment of weapons used in conjunction with this feat is 10 feet.
