I voted "Other." Players and DMs running tiefling NPCs should be able to create fiendish traits on their own, not roll on a table; the PHB and MM should have a list of common traits that players and DMs can choose from or base their own traits on. I also don't think that individual traits should have a mechanical effect (role-playing, sure, but mechanical, nope).

Other. Note: I'm assuming racial advancements are similar to a talent tree.

Base the features on which tree the tiefling is following. Keep them rather minor in nature. Tieflings who have fiendish vision get red, glowy pupils. Tieflings with a fiendish speed have hooves. That sort of thing.

(Actually, I'd rather see the tiefling moved to another book, but that's unlikely.)

IMO, in terms of racial abilities, tieflings should be identical at 1st level. Fiendish traits should be affect appearance only and have no mechanical impact. Mechanical differentiation at the racial level should be accomplished via feats.
Everything said here plus some. Though I still think a list of suggested traits is worthwhile - a lot of folk have a hard time, I've found, without something like that to draw on.

And I don't think it'd be out of line for the appearance-only traits at first level to eventually be a prereq for some racial feats; something like a tail doesn't do anything right off the bat, but racial feats/trees may allow it to work as a pseudo-hand, or some such. But non-tailed tieflings wouldn't have it as an option (or grow a tail if they select it.)

We sure seem to have pretty similar tastes in what we want from D&D.

Which makes it kinda ironic that while I fully support 4e from a "moral support" category, and think that most of what I hear about is positive, there's a very good chance that I won't be an early adopter. My own group is pretty lukewarm to changing over, and even I feel too invested in 3e/3.5 to feel like I'm "ready" to switch no matter how much I may or may not like the changes.

Option 2: All Tieflings start out more-or-less the same (and more humanish than their current art indicates). Taking tiefling racial feats / talents increases the fiendish aspects of their mien (eventually leading to the state of the current art).

I'm much more concerned with getting LA +0 tieflings than I am about the artwork or fluff.
Why? Rules are easy. The 3.5 tiefling could be considered LA +0 without any sort of trouble.
