Tips and experience running a city campaign

In Legend of the Five Rings, one of the default gaming styles ended up being the 'magistrate' campaign, where the players would be magistrates and their assistants (yojimbo, hangers on, etc.) This wasn't intentional, it just worked out that way.

It's a bit difficult for d20 because the system is a lot more inflexible regarding skills, and the power-span is more dramatic (some say ridiculous :-).
