Although it's not my 'cup of tea', a layout is copyrightable (but a layout has many components, changing the font changes the layout). But that is not really the issue here i think. Most (if not all) people designate only the text of a pdf as OGL. That makes the rest of the document not OGL, as such you can pretty much forget distributing the document without express permission of the publisher. There's also the issue of rights to fonts and images, the original publisher might have them but you might not...
