[Tome of Horror] Axe Beak

The new Tome of Horror gives 3E stats for the Axe Beak. They list it as Large. Do you think such a bird could function as a steed for a Medium character?

In my campaign there are flightless warbird mounts called kocho; they're only large sized.

absolutely..the axe beak appears to be based of a group of large pre historic flightless birds much larger than a ostrich...which would be medium size anyway.......which have already been mentioned to be able to carry a rider, but if in doubt check the str score and look up their carrying capacity in the dm guide.
