Tornado attack, Either stupidly over powered or stupidly complicated.

I was looking at the Carboard Tube Samuri I saw this and deided to make this:

Tornado strike.
Your attacks rip through your enemies.
Prerequisites: Dexterity 13, Intelligence 13, Dodge, Mobility, Spring attack, Whirlwind attack, Power attack, Cleave, BAB +14
Benefit: You may decide to us this ability, in which case if you roll a natural twenty on your first attack of the round you automatically confirm and deal that damage to all within 5ft of you, this uses up the rest of your actions and must take place on your first attack of your round. If you do not deliver a critical hit you still deal damage to the opponent you attacked, but are left with no more actions for that round. If you miss you provoke an AoO from all you would have hit.

I would really like to know whether this is overpowered, as far as I figure you need to be 14th level to get this, I did have it at all opponents in 10ft at first so a 14 BAB might be to much.

I vote for overly complicated. You only get one attack, and that attack only has a 5% chance of hitting everyone within 5', otherwise you just have a standard action being used as a full attack action. The penalty that comes in when you miss is a bit of a kicker: AoO from everyone within 5'. You're better off with just the whirlwind attack.

BTW, don't you need Combat Expertise to get Whirlwind Attack?

Yes you do, ut I didn't think it fitted (combat expertise lets you put damage to ac...) So I figure you need it for Whirlwind attack but if you got whirlwind free somehow you wouldn't need it.

Any way how can I simulate the action in the picture? Maybe say "if you drop a creature you can make one attack on every opponent you threaten"?

That sounds like a whirlwind cleave, which would bump your feat requirements up by two or three (Power Attack, Cleave, and Great Cleave). But I don't quite see the picture you're trying to paint with this feat that whirlwind attack doesn't invoke. It seems like you're trying to create a variant. If you're going to have Whirlwind Attack as a prerequisite and function similar to the feat, it should be an extention of it rather than a variant.
