Touch attack spells and brewing

Can you brew potions of spells that are activated by touch attacks, say for example shocking grasp?

The drinker of a potion is both the effective target and the caster of the effect

Your successful melee touch attack deals 1d6 points of electricity damage per caster level (maximum 5d6).

Drink up!

(There's no potion of shocking grasp in the DMG so it's not a standard item. But if I were DM I'd allow a player to create it, and I'd hold them to the drinker=target rule.)

That's how you go about keeping people from mucking about in your potions. Make a number of them harmful when swallowed, and code the labels so that most people can't tell the difference.
