Trailblazing as its own game

Is TB robust enough that, if the rest of the SRD was incorporated into it (e.g., spells) it could form a variant handbook ala Arcana Evolved or the basis of its own 3.x-compatible rpg like the Pathfinder Roleplaying Game?

I'm trying it out as such right now. Using TB by the book, and supplementing it with downloaded SRD content for monsters and spells.

I would like to run a low-magic item campaign, I'm just not sure 3.5 easily scales play without magic item power-ups for anyone but the most competent DMs.
