Training prior to gaining a level - what do you think

Have them gain HP and spell slots when they gain the XP for the level, but they need to train for feats, skill points, new spells, and special class abilities.
That's generally how I do it (they don't get higher Spell Levels unless a Divine caster, but any slots are available for use with lower-level spells for them Arcane types).

Oh well...

Hmpf, i wish my current DM would read this. We just started out as 0-lvl slaves and finally made it into first lvl, where it happened. "You have to train a week per lvl AND pay for it"
wow. a week, a whole week per lvl? plus, of course, we didn't have the resources really. so we had to decide who was to level. And then the naxt thing happened..."ok, the week is over, make your Int-check" pardon? yes, after the week there is an int-check in old-fashioned manner, which means, roll below your int and you level. don't succeed and the week as well as the coins are spoilt. I was speechless (though my rogue made the roll, but 2 others, divine spellusers, didn't...). How could one defend such a mechanism? Or what could i say against it? It is the DM's call, after all...
