As I only gave a basic setup proposal that Wickett could have thought of himself, here's more ideas:
The point of the levels is to isolate threats from the books. Can't have a pyromaniac wizard lighting the whole place on fire. Can't have power-mad conquerors breaking in and mis-using the data.
So this place needs to be acting as a buffer zone, filter and qualification test to ensure that the right people get in which would signify the time is right to re-awaken.
The first level is the tower ruin itself. Some crazy hermit lives there. He's actually an artificial construct/solid light hologram. He's got old musty books, as this place was clearly once a library.
real scholars would seek this place out. They certainly wouldn't use force against the old guy or destroy the books. That's the first test to see what kind of people these are.
From then on, the next level the party gets to is determinant by their actions on the current level.
A peaceful interaction on Level 1 means they go to Level4 or something, which is an intellect test. A violent interaction sends them to Level 2. If the party acts greedy, they go to Level3, the HoneyPot.
Level 1: hermit test
Level 2: violence zone. deals with violent warlords violently
Level 3: HoneyPot. Has loot galore (use that 1st level spell for fake money, etc). Idea is PCs think they hit the big time and leave
Level 4: Intellect Test. Puzzle traps, etc.
Level 5: Moral Test. Setup a morality test to see that the PCs are "good". Something to sacrifice themselves
Level 6: Trap zone for people who fail the L4/L5 tests or get through the L2 tests
Level 7: Holographic Interogation Chamber. Mind probes and such recreate scenes from the PC's memory in order to catalog near-current events for the historical archive
Level 8: The Library itself, a vast repository of art, books, scrolls, and higher tech data display technologies such as Looking Glass, plates of glass that display data from the archived books, etc. As well as The Intellect, the stored personality projected through a giant obsidian ball that talks and gives answers.
