My current problem is that I used a database which I now found out to only be freeware for personal use (so only I am allowed to use my program).
Is your program going to be commercial or freeware? If its going to be freeware, you may be able to work with the freeware db people to allow distribution. If commercial, you could probably still work with them, but then you get into a more in depth licensing issue.

I admit I'm interested in all projects, but what I'd like to know is how to get licensing rights for the closed data content like CMP has (for the resale of the non SRD material).

This gives the option for developers to develop, say, a free version of tools with the SRD, and a commercial version with datasets.

I know the answer will probably be "get a lawyer and talk to WotC", but I was hoping for some general guidelines or a blanket strategy by WotC to open up this approach to more than one provider. Competition is good :)

My idea for this is (planned for some time in the future) to generate data-files that are encoded and can only be integrated into the database using a decoding password. I will create a small program that enables the distributor to encode the file for each download individually (like a watermark). That encoded data will only be decoded when used and you cannot export it into xml.
I know this probably wouldn't ban the distribution of the files but it could be a start.

As everything in my app framework (based on reanjrs RPGL document) will be coded in xml you will be able to distribute everything els just be sharing your files.

Oh and just to say it again: the program will be FREEWARE, perhaps I will even go open source (it's developed in Delphi).

Greetings
