Sounds reasonable, yes. True Strike effectively negates the concealment, and the Blindsense allows you to pinpoint the location of the target. The True Strike description doesn't make any exceptions for the nature of the concealment, so yes, strike away!

To clarify that for the OP, in order to cast a targetted spell (one with the word Target in the description) you have to be able to see or touch the target. Being blind would negate that since you can sense but not see the target. All other attacks would be fine, except those spells that target creatures specifically. Whether you agree with that ruling or not is up to you - I know there are some that would argue that the word 'see' is used in the meaning of 'sense'.

Even then, though, it would have to be "sense" as in "sense the absolute position of", not just "sense the approximate position to within a single square". Thus, blindsense is insufficient but blindsight is effective.
