You gave a useful contribution in your first post, if you have more suggestions you're welcome to add them, if you don't want to, then don't.

There is no reason to discuss the assumptions behind the question.

Rather than giving them an extra spell slot, which I think is too much, I'd make either their spells more flexible, or more powerful. More flexible meaning giving them the ability to shape the area for area effect spells, or extend the range, or make a touch spell a range spell, etc.. More powerful meaning increasing the DC, or damage done.
 

I would double the number of spell levels allowed for Scribe Scroll and Brew Potion (so instead of half your level for each, you get your full level). All other restrictions still apply, so you still can't make scrolls of spells above 3rd level.

That seems like a fair compromise.
 


Using Next chassis, I would go with an extra feat/ability score increase.

I thought about that, too, but it seemed a little too good. Old-school Vancian casting is not entirely a negative for the wizard; as Li Shenron pointed out, it allows a larger array of prepared spells starting at 3rd level.
 

The need to prepare slots in advance is a pretty dire restriction, IME. It comes to the expense of utility spells, and also blasting spells that don't scale with caster level anymore. Well worth a +1 to DC (+2 to INT) or the extra flexibility of a Feat, in my book.
Of course, this is chainsaw-precision balancing, but I think it deserves someplaytesting.
