Okay, now I'm absolutely sure there are two writing groups! ;)

Writers #1) Season 2 guys. Come with with crap like "Riley", seem to not care about Terminators all that much, and thought that the whole corporation with a talky-talky T-1001 is a good idea.

Writers #2) Season 1 guys, with a couple of episodes of Season 2. Seem to understand what makes Terminator... Terminator. Know how to write well for Terminators (talky-talky T-1001 is - inexplicably - completely changed this episode to act what one would really expect out of a Terminator. Result? Good stuff). Problem with this group - can't seem to make the show work without a Terminator-of-the-week and/or time-traveler-of-the-week. Bad, bad, bad!

Both groups need... improvement.

I think your analysis is spot on.

I liked this episode, but groaned as soon as there was another time traveler and (probably) extraneous terminator. Personally, I think the big problem is the same as the one Heroes has - time travel is too easy a crutch to stand on, so it gets used over and over.

It was nice to see it confirmed that John killed the guy, and not his mom.
