You can't stack the same metamagic feat on a single spell twice, no (so no empowered empowered fireball), but you can affect a single spell with multiple metamagic feats (such as empowered maximized fireball).

with a 17th level caster who has spell focus (necromancy), greater spell focus, ray focus, evil focus (forget the actual name), a kick arse Int, and has the vile template.
