Twilight Assasain and Night Stalker

With the Assasain Daily 5 power "Twilight Assasain," does the duplicate Nightstalker gain the ability to use the "Nightstalker" ability? What are some other general rules to bear in mind when dealing with powers that duplicate a character?

There really are no general rules for it. I'm not familiar with the assassin so I can't really comment on the specific power. Any given effect that creates some sort of duplicate would have to spell out exactly what that means. There could be a few ways it could tie into general rules, such as using keywords like Illusion, Conjuration, or Summon.
