Two ettiquete questions

Recently, I've come across two rather annoying things on ENWorld. A search of the FAQ doesn't show them as no-nos, but I thought I'd check.

The first is the USE OF SHOUTING or bold text to make it seem like I'm talking down to you. I find this rather rude.

The second is the "This discussion is over" post. Someone (not a moderator) says we should quit discussing something because it is settled. On a discussion board, the whole point is to discuss things, if someone doesn't want to continue the discussion, they can drop out of the conversation. They don't have to tell everyone else to shut up.

No question these are rude behaviors.

My guess is that, rather than establish a "rule" on these two specific behaviors, the moderators would like you to click the "report this post" button on the post in question. That way a mod can take action (either address it in the thread, or privately contact someone who is establishing a pattern) as warranted.
 

EricNoah (unsurprisingly) has the right of it.

At the bottom of every post there's a little icon of an exclamation point in a triangle. If you click that, you report the post to the moderation staff, and we can take a look at it.
