Two-weapon fighting penalty

I want to know if there are options interms of perhaps feats that would reduce the minimal penalty of -2 by using unarmed attacks with a monk who has two_weapon fighting. He is a gestalt character with fighter.

It's not a feat, but the Tempest prestige class from Complete Adventurer gets an ability at level 2 that lowers the penalty for TWF by 1. And again at 4th level for a total of 2 less. I don't know if you could get by with applying this to flurry of blows, but with two-weapon fighting definitely.

EDIT: However, I'd like to add that this is a poor choice of prestige class for the character. There are two abilities that wouldn't even apply to you if you are using unarmed attacks, and the feat requirements are quite hefty. And all of this for a +2 to atk? I'd stick with the weapon focus tree to make up the minuses.

So, if a character had Two Weapon Fighting, the Tempest prestige class at level 4, and was using a light weapon in their off hand, their total penalty would be zero, if I'm doing my math right.

That get you what you want?
 

Enough levels in the Tempest prestige class would work, as others mentioned.

Also, 2 levels in the Bloodclaw Master prestige class from Tome of Battle would also work. Its 2nd-level ability negates the normal -2 penalty for fighting with two weapons so long as you use two daggers or Tiger Claw weapons (unarmed strikes are listed among the Tiger Claw weapons, so they qualify).
 

Why not weapon focus (unarmed strike) and greater weapon focus(unarmed strike)?
You would also get the + when fighting with 1 hand.
