Tying someone up?

Are there any rules for tying someone up during combat?

In my PBeM one of the characters is being controlled via the Control Body psionic power, and another one wants to use their rope use to do the following:

I tumble away from that nasty sword toward the rope I abandoned, releasing the crossbow. Quickly and purposefully, I begin to dodge and weave around Corallon until his legs are wrapped and a good tug will bring him to the ground on his face. I hope he doesn't mind being hog-tied!

I was thinking maybe a grapple check, using Rope Use skill rather than BAB + Strength, but figured I should probably see if the rules already exist first. Of course, anyone with a better method let me know as well, since I think my method may turn out to be a bit too powerful later on (or maybe not).

Sounds to me like a ranged trip attack, in the manner of a whip. I'd assess a -4 for non-profficiency... maybe offset some of the penalty with "Use Rope" skill, if appropriate. Or increase the penalty in accordance with the victim's "Escape Artist" skill?

If the trip succeeds, then a grapple for tying him up sounds fine to me.

I'd probably make it a normal use rope vs. escape artist, but the use roper doesn't get the normal huge bonus to their check.

I don't. That smacks in the face of those who don't happen to have the Escape Artist skill. I would think Fighters would be just as good at avoiding this kind of thing (maybe better) than Rogues. If you do that, watch it blow up in your face as your players use agianst every humanoid they come across.
