How about an archer? I've seen a deepwood sniper deal tremendous amounts of damage in only a few rounds, though I admit it depends on luck... Not a very specialized build, granted, and certainly not the best, but worth a look IMO. In any case, it seems safer than the charging paladin tactic. I'd say a Ranger5/Deepwood SniperX.
Get some pearls of power (for Hunter's Mercy) and potions of haste (to cast it), then fire at range (2-300 ft range increment at higher levels) with a magic longbow (with burst capability and bane(chromatic dragons)) and Greater Magic Weaponed arrows. The first shot is an autocrit, and you have 3 retries to try and get criticals with the subsequent shots as well. Assuming you hit 2 crits (1 is automatic, I think 1 more is reasonable with 4-6 tries), that could be about (1d8+13)x5 + 1d6+4d10+2d6 ~= 120 points of damage, meaning 240 in a round, from about 250 feet away. If you can deal with a -2 penalty, that could be 500 feet away. That buys you at least 1 round if you caught the dragon flying overland (and thus not buffed with hastes, etc).
After round 1 you slow down, though, especially if you don't have enough wisdom to memorize another Hunter's Memory. An Oathbow could up the damage output, I guess...
Anyway, that's my bet. Like I said, it's not the best, but you wanted suggestions... The cleric + harm is the safest bet IMO.
