Sprigans and Duergar will probably show up as playable options ala the bladeling in Manual of the Planes.

Assuming they're not in the back of the MM2 as NPC stats (which people will use for PCs).
I generally do not likely allow players to choose the NPC races in the back of the MM(s). I prefer to see full PC race write-ups. The ones in the back of the MM had some balance issues (I'm looking at you, Oversized Weapon)

You don't, but many people do. And, aside from the aforementioned Oversized weapon, most of those are pretty underpowered. Compare the Gnome writeup in the MM to the Gnome writeup in PHB2.

I know that many people do. I can tell just by reading a few threads here. :) I was speaking for myself. And the gnome may be the only underpowered one. Both Bugbear and Minotaur were overpowered (Minotaur being fixed with the PC writeup in Dragon.

Is this 'The Plane Below' we're talking about? I've heard rumors that it was a book on the Elemental Chaos and it's already in the works. :confused:
This is a different book than the one on the Elemental Chaos. This one is literally about the "prime material" underdark.

(Do they still use that phrase? Prime Material?)

Yep, but that doesn't change that the MM stats were not meant to be used for player characters. They're for npcs - it's stated right in the MM in the initial paragraph of the appendix.

Can they be chosen in the Character Builder, btw?
