Unhallow + Dispel Magic

Hello all,

A Cleric of Bane wishes to place an Unhallow spell in his Bane chapel. In the Unhallow spell, he'll place a Dispel Magic. The condition is that the spell affects anyone who doesn't follow Bane.

I was wondering how that works exactly:

Every time a non-worshipper with active spell penetrates into the chapel, does the Unhallow makes Dispel checks against every active spell (basically a targeted dispel on every one who enters)?

Every time a non-worshipper tries to cast a spell with the boundaries of the unhallow, does the Unhallow get a chance to counterspell the caster?

Is there a chance that magic items are affected (ie powers suppressed for a certain time)? If so, every time the item's powers come back, does the Unhallow have a chance to suppress them again?

Should I treat it more as an area Dispel?

For bal;ance purposes, I'd treat it as an area dispel magic effect. I'd have it 'hit' a qualifying target once as they enter the area. Most of the spells on the hallow/unhallow lists are area of effect spells. The few that are not (dimensional anchor, endure elements, etc ... ) seem pretty clear on their operation. I assume that they'd want you to use the clearer version of dispel magic.
 

So, basically, every time a non-follower would enter the chapel, each would stand a chance that 1 effect would be dispelled, magic items would not be affected, and spells wouldn't be counterspelled?
