Unique Undead: The Green Empress

Here's an NPC I worked up for a friend of mine. She's a 20th-level sorceress lich, with some unique abilities. Comments welcome, especially on CR (a rough estimate).

I realized as I was writing her up this is one scary chica!

The Green Empress

Attacks: Touch +10 melee; 2 claws +10 melee; or staff +10 melee
Damage: Touch 1d8+5 and paralysis; claw 1d6; staff 1d6 and transformation
Face/Reach: 5 ft. by 5 ft./5 ft.
Special Attacks: Cursed staff, damaging touch, fear aura, paralyzing touch, alternate form, gaze, rebuke/command undead

Alternate Form (Su): The Green Empress can assume the shape of an albino animal, either a huge viper (cobra) or giant owl. Otherwise, this is as the vampire power.

Corrosion (Su): Any non-magical weapon that strikes the Green Empress must make a Fortitude save or suffer 2d8 points of acid damage (bypasses hardness). In addition, any wooden weapon short of artifact status that strikes her crumbles to dust (no save).

Cursed Staff (Ex): The Green Empress uses a cursed staff of the woodlands. A creature struck with the staff must make a Fortitude save (DC 25) or be transformed into a shambling mound. In addition, any living being using her staff must also make the save or suffer the same consequences. Each power invoked from the staff adds +1 to the DC of the save.

Damage Reduction (Ex): The Green Empress' damage reduction can be negated by +1 or better magical weapons, or by the attacks of shambling mounds, felines, or feline monsters.

Gaze (Su): The Green Empress possesses a gaze attack. At her will, she may use either charm person or hold monster through her gaze. To resist, make a Will save at DC 25 (if undead, the DC increases to 35).

Holy Aversion (Ex): It is impossible for the Green Empress to enter any holy grounds.

Rebuke/Command Undead (Sp): The Green Empress has the ability to rebuke or command undead as an evil cleric. Undead commanded by her are especially resistant to being commanded by others; treat these undead as having +5 Hit Dice.

Sunlight Vulnerability (Ex): If struck by a beam of pure, nonmagical sunlight, the Green Empress must make a Will save (DC 35) or have her corporeal form destroyed. Her spirit flies away in the form of a small will o' wisp, and the next night will possess a female corpse (dead or undead). The corpse becomes the new incarnation of the Empress.

Spells: 6/8/7/7/7/7/6/6/6/6; 0 - Dancing lights, detect magic, detect poison, disrupt undead, flare, ghost sound, light, mage hand, read magic; 1 - Cause fear, change self, magic missile, summon monster I; 2 - Darkness, daylight, ghoul touch, scare, summon monster II; 3 - Dispel magic, halt undead, lightning bolt, summon monster III, wind wall; 4 - Enervation, phantasmal killer, shadow conjuration, summon monster IV; 5 - Animate dead, magic jar, nightmare, summon monster V; 6 - Circle of death, greater dispelling, mislead, summon monster VI; 7 - Finger of death, forcecage, summon monster VII; 8 - Horrid wilting, screen, summon monster VIII; 9 - Soul bind, summon monster IX, weird.
