Untyped Penalties

I know untyped bonuses stack unless they are from the same named source. If I recall, penalties are the same way, but I can't seem to find the relevant rule.

Example: A monster has an aura penalizing enemy attacks by 2. Another monster has an attack that, on a hit, penalizes the target's attacks by 2. Does that mean a character standing in the first monster's aura who has been hit by the second monster's attack takes a -4 penalty to attacks?

That would be correct. Penalties always stack unless they come from the same named power. So if two monsters both hit you with a power that gave a -2 to your to-hit you would only take the penalty one time, but an aura and a power are 2 separate things. Aura based penalties also don't stack even though they are not 'powers' per-se.
