I quite liked the old Lankhmar back in the day. Also, the odd MERP setting supp.

I'm always recommending Crime & Punishment, but that's because I like it lots. :) Plus, it's on a theme that's highly relevant to city sessions or campaigns, I've often found. So uh, yeah, I'd recommend that.

Of the generic city-themed d20 fantasy sourcebooks, Cityworks ain't too shoddy.

And I'll second Sharn - it's pretty neat.

Also, Green Ronin's Thieves' World is nicely done, IMO.
