Urgrosh after the double-weapon update

Urgrosh used to be both "Axe" and "Spear" regarding to weapon groups.

Now, after the update, only one head is Axe and another head is Spear.

Does that mean, either DWARVEN WEAPON TRAINING　or ELADRIN SOLDIER makes a PC proficient in only one head of Urgrosh?

When wielding a double weapon you treat each end as a one handed weapon, but proficiency with the weapon will give you proficiency with both ends because it is still a single weapon. You are either proficient with it or you aren't.

Yes.
