D&D 5E Using Magic Items: Elemental Stones and Staves with spells

Hi, using RAW, are there any restrictions about which classes can use which magic items? I mean, my players could find an elemental stone and a staff that can allow its wielder to cast the Hallow spell once per week. Can any character class use these two magic items, or are there any restrictions?

Many staves in the DMG are restricted to certain classes (example: Requires attunement by a Sorcerer, Warlock or Wizard) or just to spellcasters in general. You qualify as a spellcaster in these cases if you can cast at least a level 1 spell which can be from anything from a class feature, to a feat to even a race like the Tiefling. There's no defined rule but generally items are restricted if their flavour is reserved for certain archetypes.

There are no restrictions unless the item specifically says so. Typically, this takes the form of a requirement for attuning to the item.

Such restrictions are common for staves and wands. For the staff described above, I would be surprised if it didn't have a "clerics only" restriction. Nevertheless, even with staves and wands, if it does not specifically say it is restricted to X class(es), anyone can use it.
